They removed the quest chain for Cold Weather Flying, instead of the quest it's now a 950g fee at the flight-trainer. The quest was fine. They promised it wouldn't be a gold sink. And now it is. And the mount IS required in Northrend. You can't quest in Storm Peaks or Icecrown if you don't have one.
